.ir domain being blocked but not sure by who?

Strange issue. Not sure if I'm allowed to post the domain, so apologies if not. Didn't see anything in the rules.
nhl66.ir is being blocked on my ISP side. When I access from outside my network, or when I switch to cell data it works. When I run a trace route, it seems like it isn't being blocked by my ISP though? I can post the results here if that helps.
