Implementing 15+ min password policy

Any help would be greatly appreciated. Company is at a 2016 DC level and we are attempting on raising our default domain min password character level to 16 and the max default setting is 14. Weve went through many articles from 2018-2021 finding a solution to implement these changes and can not find the method on increasing this via GPO.
