I'd like to make my browser history and files on my computer entirely unrecoverable. Will resetting the PC do that?

My computer has a lot of stuff on it - taxes, copies of my passport, receipts - that I need to keep safe. Plus there are also things I'd like to keep private like my search history, etc. I decided the best way to do this is to periodically put anything I want to keep on an external hard drive and store that in a safe.
