How is Microsoft EDR managed on premise? Via group policies?

We're in the process of switching to a different EDR from Cisco AMP. I'm pushing for crowdstrike while IT wants to implement MDE

Information Security manages the EDR.

Does MDE have a cloud portal where you can manage and push updates, devices, policies? Or do you have to do these via gpo?
