Does "Partial" (Tier 1) control in NIST mean anything other than "no control implementation at all?

I was just reviewing NIST and realized I have some confusion with the way Tier 1 Control implimentation (Partial) is described. Maybe I missed some clarifying paragraph about this reading the framework; but "Partial" appeared to be a misnomer representing no controls whatsoever. Is that accurate?
