Data storage that's disconnected from the Cloud

Hello everyone, my Mom is very pro-privacy and anti-cloud and having her data out and about. She disconnects her phone from data and won't email or google anything out and about. I got her a new windows laptop became her old one is 10+ years old.

My question is if i set up all of her files to not be saved to OneDrive and disable backups to the cloud, would all of her files be stored only on the computer …
