Cybersecurity jobs that aren't in the IT unit of a non-tech company

I'm trying to get a better idea of what kinds of cybersecurity jobs exist and I have trouble grasping it. Are there jobs that are more research / development oriented ? So that implies not being the IT unit of a company and taking care of its infrastructures.
If so, what do you specifically work on ?
