Are jobs like DevsecOps, App security, & security engineer more cyber sec focused or more software dev focus?

So I have been running into this issue a lot when researching these types of jobs. Jobs where it's clearly a security job, but that also seem to require some level of programming knowledge, whether it be python/C++/Java/etc.
