Is restricting app installation a good idea?

I would need more information on how to deal with app installations in employee's endpoints. The company size is \~500 employees.
The laptops have access to the company's network which has sensitive info. The employees do not have admin rights on their laptops, but can get them easily, and there is no process to check the safety of the applications they want to install.
