You can’t view cloud stored photos on google photos without giving them permission to ALL photos on the current device

I want to look at photos that I saved on my old phone on google cloud services.

I downloaded google photos on my ios, when it asked for permission to access photos on my current devices I said no. Then when i checked google photos library, it wont let me view the photos on the account. It says
