Workplace computer screen flickers strangely (possible screen grabber?)

Good morning
I had 3 computers and notebooks during the years and all of them exhibited strange flickering effect sometimes.
They are all windows machines.
I guess it is due to surveillance software. Could it be?
I have checked services, drivers everything. We have admind rights on these computers. But I did not fins anything.
