Will tech industry and IT layoffs lead to domestic threat actors?

I'm seeing the IT and developer markets get a _lot_ more competitive. I'm thinking some of these people will consider crime as an option. Soon to be laid off? Why not become an affiliate of a malware gang and make your own severance package?

Y'all think I'm overestimating this risk?
