Why is it so difficult to transition out of cyber?

I have been applying to roles in compliance, auditing, and even sysadmin roles, for months now and I cannot get a single interview. Ive posted my resume before to get pointers, and no one had any input for me as to why I cant seem to find a new role.

If you have left cyber security at some point, what role did you transition into? Please dont say programmer because I dont ever want to be a SE.
