Why don't services allow OTP recovery messages to be sent through apps with secure encryption protocols?

One time passwords sent via SMS are a common account recovery method, even though it's not a great practice. Why don't services allow for any encrypted messaging apps, like Signal or Threema? Seems to me that this would be far more secure, no? I'm just curious
