Why Aren't VHD And VHDX Image Files More Prominent?

Genuinely curious. In a Windows environment, regardless of setting (DF, IR, Public, Private, LE), are there some reasons why **VHD** and **VHDX** files are not used as often or provided as often as a software export option? Many tools import them, but not export.
