Why are so many runtime security tools based around scanning?

I'm relatively knew to the cyber world so apologies if this is a simple question but I don't understand why so many runtime security solutions are based around scanning. Isn't there something better than constant detection and response? It seems like everyone is playing a game of constant catch up but will never be able to actually catch up. Is there something more proactive to do?
