Who Is Actually Applying the Patches in Your Company?

Might be a dumb question, but I've heard some different scenarios depending on team structure. Is your cybersecurity team the ones actually queueing up and deploying your patches, or is your security team just assigning specific patches to your ops teams who are the ones tasked with performing the deployment?
