CIS, NIST, Microsoft, etc. all have their own "security configuration baselines". Which one is used the most (OUTSIDE of government)? Why?

Bonus Question:
\- Which security compliance/configuration assessment tool is best or most popular in the industry? I'm aware Microsoft offers one. I also just learned of CIS-CAT® Pro which looks promising
