what's special about lazarus guys?

if their proficiency is real, what makes them so? do they have some special/secret methods on recruiting or training? do 'top guys' at, e.g. microsoft, tech titan are on the same level/league as them?

or in fact we, at least a pro here, are just as well as good as them? they ain't that special.. (if so, how they did notorious attack though? (or it ain't at all))
