What is it with Outlook/Hotmail's impossible recovery process?

I need to access a 10+yr Hotmail account in order to delete unused social media profiles. But the password for that email was changed by controlling parents at the time, and I can't for the life of me recover the account. It's mind bogglingly stupid and impossible and their recovery questions are absurd. Is there ANYTHING I can do? Is this process intentionally impossible so they can hold your data hostage?
