User opts for only strictly necessary cookies, etc
It is my understanding that if a user uses a website page that requires a third party for functionality, that by that very action, they are consenting to their personal data being sent to that 3rd party.
Examples:
User clicks on "Register with Google" - google receives the users IP address, etc
User navigates to a website "about us" page that includes a google map …
