We all know that Windows collects buttloads of telemetry, but realistically what can they do with it?

It's hard to evaluate Windows 10 and where I place it within my threat model, because although I'm aware of their extreme telemetry, I don't know what they do with it. I suppose you can always assume the worst that can be done with that data.
Do we know what Microsoft is likely doing with all that Windows telemetry? Is it just to help improve the product and then obviously bolster their advertising?
