Waze (and other) driving telemetry must be a goldmine to insurance companies, and Google/Alphabet no doubt wants to sell it to them. What is the state of this situation?

If allowed to buy it and use it, I imagine insurance companies would increase individual rates based on historical telemetry. It seems like such an obvious thing for them to want to do, it makes me curious if it's already happening, and if not, why? They can certainly afford to lobby for whatever policy they want around this.
