I work for a large cloud services provider that offers unlimited PTO, however I am advised by my superiors to keep the yearly time off under 3 weeks.

I don't believe this is fair as the reason I can't take more than 3 weeks is because I work a live service rather than project work, meaning if I take off it directly affects backlog of items. Many other teams at our organization are able to take more.
