Aside from being deeply suspicious of anything from a non-aligned country, what does the US and FCC believe the danger is here? Somehow piggybacking malicious code on a timing signal from satellites? The way the chips work is to use all available timing to increase accuracy, so there's no danger of, say, the GLONASS position saying you're suddenly in Japan when you aren't. That wouldn't jive with all the other satellites.
