UK law could ban Apple security updates across the world in an 'unprecedented overreach'

I fail to see how they could actually enforce this law. Apple could just pull out of the UK and it could always just push out the updates to people based on where the phone was bought/currently resides in.
Seems like the opposite of making devices more secure.
