Tuta and "no log" policy?

How does tuta know then that multiple accounts are opened over the same IP? Our flate has decided to switch to tuta because of the privacy concerns. After the first person has opened his account the IP got blocked. And it has been almost a week no one has succeeded to open a new account because they still claiming a abuse attempt? How the hell this is not a "no log"?
