Toka Group - who are they and what do they really do?

From what I can tell from reading up about them , it is of the same vein as Paragon / Predator in that they are effectively an Israeli spyware for purchase by "governments", but it uses IoT devices as the entry point rather than mobile devices. Is that a fair description?
Have they got a better/worse reputation than the other vendors in this space? …
