Struggling to Find Clients as a Penetration Tester - Advice?

I recently have been trying to get started with pentesting work. I'm struggling to actually find clients and get penetration testing gigs.


I've tried reaching out to local small businesses but most don't seem interested or say they already have someone. I've tried signing up on freelancing sites like Upwork but it's hard to compete with people charging very low rates.
