Snapchat and Tiktok have access to my contact listeven though I deny them permission on IOS

I just seen a very odd notification from snapchat, that “xxxx from my contacts has made a snapchat account”.

Feeling shocked and confused, I looked at my Iphone permission setting and the allowing access to contacts option has been turned off. Wtf? How did they know my contacts even though I specifically turned it off.
