Reported Meta to privacy protection bureau for "pay or I will not comply with GDPR". Is it actually illegal, what you think?

I think it's absolutely illegal. I accept subscription model but on every other subscription service you still have choice to not being tracked.
But this policy is inherently wrong and I think it is against and it violate GDPR.
