Question for those involved in hiring

How important is listed experience to you versus degrees and certifications? For example, a person with a few years of experience in IT; such as system and network administration. Versus, a person with a cybersec degree or equivalent certs, but no admin experience.

I know this is a simplistic representation of the overal hiring process. With all else equal, which do you prefer?
