quest diagnostics selling my info?

Their privacy page isnt clear on what they sell and to who, but they have a photo copy of both my driver license and insurance card. They do sell info but Im not sure if it would be my address etc. to data brokers. Is it legal for them to sell the info on my drivers license?? I do know they had a data breach before.
