Public IP Address Spoofing

So, having a bit of a conversation with another tech today we started chatting about ACL on routers for external access (yes i know we are sad), so we have a few clients in other cities and we us our public IP only to access there routers externally via ACL, so locked down and only accessed externally via our public IP.
