Privacy & Freedom in the Information Age www.reddit.com

Does anyone recognise what rights are with respect to providing your SSN to‏‏‎‏‏‎‏‏‎‏‏‎private health insurance provider. I am buying private health insurance direct from insurer in California no government subsidies or marketplaces/exchanges ... and the application form requests a SSN. Why do they ask? Can they refuse coverage if I deny to provide this information? Anything else I should know would be helpful.
