Privacy respecting cameras for local security?

A (less technical) friend is asking for a doorbell camera that doesn't send your data to the feds.

Short of an advanced solution like using VLANs and VPNs, can anyone recommend any out of the box camera solutions that don't go beyond LAN and are not literally working with the police?
