Privacy focused car GPS tracker

Looking to add a GPS tracker to my car specifically to help monitor teenage driving and if the car is stolen. I know the likelihood of this is slim. But I want to make sure the data isn't shared with insurance companies.

Are there any services out there that keep the data private and not shared with third parties? I'm ok with a subpoena.

Needs to track speed, location etc.
