Please tell me I’m not the only one getting these strange phone calls

Like any other American with a cell phone, scam/junk calls are an annoying and ever-present part of my existence. I use a malicious call filtering app that takes care of about half of them, but recently I have been receiving an insane volume of very strange calls. They’re always from different numbers, and seemingly different companies, but they always start the exact same way:
