Phone Location Tracking & Privacy

Recently, one of my relatives from Canada lost her IPhone and she was looking for thinking someone may have stolen it. So, one other person present there called a guy who was able to track the phone and gave the exact location which was apparently her own bag. How is this possible and what impact it has on our privacy?? Is this even considered legal??
