Password storage solution for administrators

I have a customer that has a single IT personnel supported by IT vendors. This personnel poses an operational risk in terms of availability if he is not available as he holds admin access to AD servers, routers, switches, etc. I am thinking of a solution that is seamless that they can implement that automatically keeps these passwords and will be updated if the passwords are changed.
