On mobile, if you have a V•P•N• on and cellular data on, you can still be tracked through cell towers?

I’m guessing that you can be tracked locally maybe by hackers and law enforcement using the cell towers to know your location. But online, just viewing a page, can the cell towers that you use around you reveal your location to anyone that can read it online?
