Not-for-Profit, Local/state Gov't, how much are you spending on cyber?

6.5% of operating budget for a $100M NFP goes towards IT and 4% of that goes to Cyber, so $260,000. With fringe that's enough for 1 decent hire and some hardware? I realize some of the security costs are in other IT areas but a SIEM and EDR alone blow that budget for a $100M I would imagine.
I'm hoping to build a case to increase team size …
