New iphone, forced to connect to wifi and be on icloud already uploading before I can get to the settings to turn it off, anyone know a workaround?

I got annoyed and just factory reset it again and now I'm resentfully looking at it wondering how to start it up without that happening again.
Probably something really obvious I'm missing, but I must be keying in the wrong search terms because I can't find anyone talking about how to stop icloud default uploading on first powering up.
