It completely goes over the 7 foot fence. They had no reason to put it that high, except that they want it to overlook my backyard. It can see into my daughter's window.

I want to install an additional privacy lattice to the top of our fence to block it out. I live in California, specifically the LA area. Would I have to get their permission if I had everything installed on my side?

I'm tired of them looking out …
