Low Cost solutions for Non-Profits and Latin America

Hello, I am helping setup a small school in Latin America, and we had received a donation of 26 laptops, Windows 10 Pro. I am looking for a free or very cheap way to manage them and also secure the devices. Students will uses the laptops for tests and classwork. All my knowledge is on Cisco Meraki and other enterprise level stuff that is out of the question because of price.
