Looking for Ideas for a Secure App Dev Environment

I am currently working towards helping steer our Application Developers off of developing on their production laptops to a more self-contained development environment.
Our applications are running on CentOS servers currently, with the developers using their personal (Windows) laptops to conduct testing and development. While this is great for performance, it brings up a few issues when it comes to connecting to specific databases and data sources.
