Limit Domain Admins

I am working with a client and noticed there are 19 domain administrators which they do not need. There are a few accounts that need local admin rights across the board, and the very few that need domain admin will be given separate accounts to access the Domain Controller.
I am researching but am curious if anyone knows the way to implement through GPO:
