Just signed new job offer from company. The 3rd party recruiter asked me to send him an ID. Is this safe?

When I asked for a reason, he said they need it when their company gets audited to ensure they are placing real people in jobs; said it is related to anti-laundering. Should I redact my license number / weight/personal info?
