Is YouTube's recommendation based on the person's IP address? Would being accessed to the same WiFi result in similar YT recommendations?

I’ve been noticing on multiple occasions while browsing YouTube I would be recommended MULTIPLE videos that were irrelevant but seems like the type that cater to my roommates We all have our own separate accounts and devices. However I get recommendations for makeup tutorials, kids content, sports, and automotive tutorials.
