Is it possible to track IP address with cellular data? (4g, lte)

Say someone online makes a threat and is using Cellular data when they post it.
Is it possible for LE to track that IP address. In particular?
From what I've seen, cellular IP addresses constantly change. (For ex: sometimes mine says I'm in Florida then Georgia, Colorado etc) and each time it is a unique IP address.
Do cell carriers like AT&T know who have that unique IP address? How does that work?
